HOW TOP TORY KEN CLARKE BECAME AN 'OBSESSIVE' BIRDWATCHER


 TORY Cabinet veteran Ken Clarke has described how birdwatching has provided him with a valuable  diversion from politics since he took up the hobby in  the early 1980s.

He includes it with jazz, cricket and football (he supports Nottingham Forest and Notts County), plus  Formula One motor racing, as a private enthusiasm about which he is obsessive.

Sometimes during breaks on official overseas trips, he has been able to watch hundreds of different species  on  expeditions to mountains, jungles rainforests, plains and coasts on every continent. His lifelist now numbers more than 3,000 species.

In his entertaining memoir, Kind of Blue, he reveals how he had formerly scorned birdwatching as "a very anorak activity that only spoiled a country walk".

He changed his mind on a holiday in southern France where he found himself entranced first by the number of attractive butterflies, then by the "varied and interesting" birdlife.

The 76-year-old MP for Rushcliffe in Nottinghamshire  writes: "I therefore bought a handbook of birds and also invested in a pair of binoculars which I proposed to use principally when making my frequent visits to watch First Class cricket at Trent Bridge

"To say that I was a novice when I started would be an understatement.

"I recall staying with friends in Cornwall and peering at a small bird in a hedge and slowly turning the pages of my book one by one to try to identify it.

"I think I had got past the hawks and gulls, but I was making painfully slow progress until my wife, Gillian, walked up behind me and said: "It's a blue tit - we have lots of them in the garden."

The politician has an amusing anecdote about a problem he encountered when he sought an opportunity to watch  cranes and other exotic species in Japan.

"Birdwatching is an almost unknown western interest regarded as deeply eccentric,"he says.

"On one trip, Gillian and I were driven by our government escort an enormous distance through very attractive looking birdwatching territory to a large natural  history museum where we were  shown in to a collection of stuffed birds in cases.

"I tried to explain that my interest was in searching for birds with binoculars in the wild. 
The Japanese  were totally nonplussed.

"They explained that there were many more birds in the museum than could be found in the open air and that they would be much easier to study at close quarters."

Clarke is understood to have been paid an advance of £430,000 for Kind of Blue which is published by Macmillan at £25. 

As well as charting his political and business career, he takes the opportunity to reveal that he has never used a computer and that, contrary to frequent media jibes, he does not wear Hush Puppies but hand-made suede shoes from the  long-established Northampton firm, Crockett & Jones.

THE AGONY AND THE ECSTASY - CONTRASTING RESPONSES TO SPURN VISITOR CENTRE RULING

                          OBSERVATORY TRUST SAY PLEAS 'FELL ON DEAF EARS'

 THE responses to East Riding of Yorkshire Council's decision to grant planning consent for a visitor centre at Spurn could hardly  be at further ends of the spectrum.

Spurn Bird Observatory Trust, some of whose members attended the planning meeting where the decision was made, are dismayed.

This statement has been issued by its chairman, Rob Adams:

I am very sorry to have to advise you that the Yorkshire Wildlife Trust's  planning application for a visitor centre in Triangle Field was today passed by the ERYCC planning committee.

"Despite several thousand objections, the committee sought to approve this application.

 "We at the observatory had always made it clear from the outset that the proposed location was the key issue in our objection and had pleaded with YWT at executive level to move it to a more environmentally suitable site.

 "Unfortunately our pleadings fell on deaf ears and we now believe that the wildlife that abounds at Spurn will be faced with a very uncertain future."

 By contrast, the YWT was cockahoop at the ruling as its statement reveals:


"The trust  is delighted with the decision made by the East Riding of Yorkshire Council to award planning permission for a new visitor centre at Spurn National Nature Reserve. 


"We believe this gives the wildlife of Spurn a much brighter future and will ensure Spurn’s many visitors have a safe, informative and enjoyable experience for many years to come.

"We would like to thank E.ON, our other partners and members of the public for supporting our proposal."

The statement continues: "We acknowledge that many people do not support the proposal.

"With our recently formed advisory group of site partners and representatives of the local community, we are committed to try and find ways to work with everyone with a stake in the future of Spurn for the benefit of the site and its iconic wildlife."

Both parties will now study the minutiae of the application's  planning  conditions in order to ascertain what precisely has been approved and how effectively they are likely to be enforced.

PLANNING GREEN LIGHT FOR CONTROVERSIAL SPURN VISITOR CENTRE PROPOSAL

STORMY scenes followed today's crunch meeting to determine Yorkshire Wildlife Trust's controversial application to build a £900,000 visitor centre at Spurn.

Members of East Riding Council's planning committee were in the firing line after they voted 8-4 in favour of the project at a meeting held at County Hall, Beverley.

Following  the hour-long debate, there were angry shouts of "disgraceful" and "shame"  from about 50 opponents of the scheme who had watched proceedings from the public gallery.

The ructions continued outside when YWT operation director Terry Smithson struggled to make himself heard above the clamour as he was interviewed by Paul Murphy of BBC regional news programme Look North.

The trust hopes the visitor centre will generate revenue by serving refreshments and by  imposing charges for use of the 77-space car park that will be attached to the building.

It also seeks  to stimulate interest in wildlife and enhance tourism  within a safer environment than exists at present.

Up to 25 full- and part-time jobs could be created, with volunteer rangers being tasked to ensure that visitors and their dogs do not trample on to sites of greatest wildlife sensitivity.


Old concrete military structures will be removed and used as foundation hardcore for the building.

 But opponents - including birdwatchers and villagers - believe the centre will blight the heritage coast, disturb birds and other wildlife and be at risk from flooding.

Prior to the debate, councillors heard that  submissions to the planning department numbered 589 in favour and 2,827against.

The comments are listed in full on the planning section pages of the council's website.

But it was clear that many  of the committee were swayed by the reports  of planning officers, which recommended approval, and by  the fact that key statutory consultees such as the RSPB and Natural England had raised no objections, subject to certain conditions being met.

Before their discussion, the committee  also heard from Mr Smithson, who spoke in favour, and from opponents Prof Andrew Hanby and ward councillor David Tucker.


Mr Smithson maintained  that the centre would be an "innovative building which will improve the landscape".

He said adjacent shrub planting would be "sensitive" and the project would bring "parking improvements"

The director acknowledged that the trust's communications with the community had been lacking but insisted: "We are prepared to make a huge effort to repair this."

Prof Hanby expressed surprise that so relatively  few had ventured  support for the scheme given that the YWT has 40,000 members. He also issued a reminder that the application site  has flooded nine times since 1953.


He noted that at similar nature reserves such as the ones at Cley and Titchwell, visitor centres were "at their approach, not in their midst".

Coun Tucker said claims that the building would be a "temporary structure" that would "nestle into the environment" were "not true".

He saw no reason why the trust's proposal was worthy of consent given that the council had always refused previous applications on the grounds of flood risk or visual intrusion.

He continued: "If the trust were to withdraw this application in favour of submitting a new one at a more appropriate location, I am sure it would have the overwhelming support of the community."

Committee member Coun Bryan Pearson described Spurn as a "wild and woolly place" where he used to fish in the days when Barry Spence was site warden.

"It does not need a visitor centre at this particular location."he declared. "It will stick out like a sore thumb."

He was critical of proposals to demolish existing military buildings, noting that redundant pill boxes "provides habitat for all sorts of creatures"

Coun Tony Galbraith, an RSPB member,  said he gave a "lot of weight" to the comments of both the bird charity and English Nature, neither of whom had objected.

He insisted: "In this day and age, people need a visitor centre if they are to benefit fully from their visit."

Coun John Whittle also supported the proposal, observing that closer management would enhance safety to the benefit of many, including the elderly.

Coun Philip Davison expressed doubts whether the car park would be sufficient to accommodate large numbers of visitors on a sunny day  in summer.

"This will lead to parking pressures elsewhere," he maintained. "There will be traffic chaos."

"This facility wont offer anything that does not already exist. Why not simply enhance the Blue Bell cafe?"

Coun Shelagh  Finlay said she could support such a project in somewhere like Bridlington but not within open countryside in  the  wild beauty of Spurn.

"The issues  with flooding and visual intrusion have not been resolved,"she observed. "This will do nothing to generate  tourism."

Coun David  Rudd said there were "good planning reasons" why the application should be approved.

He  insisted : "It can only enhance tourism, and the car parking will be fine."

The meetings heard that, as a planning condition,  a formal liaison committee was to be set up in an attempt to to end rancour.between supporters and opponents of the project.

Committee chairman Coun Phyllis Pollard voted against approval when an earlier application was considered in July but said she supported the revised scheme.

"I hate to say it but I quite like the building,"she said. "It has been designed to cope with flooding, and I hope it will offer something exciting."

But Coun Pollard was critical of the trust's failure to reach out to the community to dispel their
doubts.

She continued: "Something has gone badly wrong with this application.

"A lot of bridge-building will be required to resolve the antagonism that has arisen."

The YWT has not revealed when it intends to start work on the project or which company will be the main contractor.

The centre will not look over the estuarial mud flats to Grimsby and Cleethorpes, but  towards the Humber Gateway windfarm operated by E.ON who have pledged a substantial contribution to the construction costs.

'NEGATIVE' CAMPAIGN OF SPURN PROJECT OBJECTORS RAMPED UP COSTS FOR TRUST

A 'FEW' VOCAL INDIVIDUALS ADDED EXPENSE TO THE APPLICATION PROCESS


 WILL supporters and objectors smoke from the same peace pipe after a decision is reached on the proposed visitor centre at Spurn?

The Yorkshire Wildlife Trust was making some conciliatory noises at a pre-planning meeting  on January 23, but it remains to be seen if harmony can be achieved.

In its 2016 annual report, the trust stated: "Producing a thorough planning application for the new centre has been very time-consuming and costly. 

"Spurn is a sensitive site and planning required a huge amount of technical work, much of which requires professional input. 

"Added to this, a negative and somewhat vocal campaign by a few individuals absorbed a huge amount of senior staff time and added further expense to the process. 

"Some of this expense is covered by our main funder for the centre (EON) although YWT has had to spend substantial extra funds to facilitate  a planning submission. 

"Nevertheless, a planning submission was put in just before Christmas. 

"After seven months of waiting, we were extremely disappointed at the recent decision of East Riding of Yorkshire Council to reject planning permission, particularly as the application was recommended for approval by the planning case officer. 

"The trust will continue to seek the best solution for Spurn National Nature Reserve, to protect its wildlife and provide safe access for visitors to the site."

'DO NOT BE HOODWINKED BY PROPAGANDA' - HULL MAN'S PLEA TO PLANNERS OVER WILDLIFE TRUST'S SPURN VISITOR CENTRE PROJECT

HULL man Robin Neale is among the many appealing for the Yorkshire Wildlife Trust's proposal to be refused.

In his submission to the planning department at East Riding council, he says:  "Again I find it necessary to object to YWT's proposals for a new visitor centre on the proposed site ( the same site that was rejected on a  previous application).

"Nothing has changed. Habitats will be destroyed and the proposed site was flooded out during the 2013 surge.

"The trust has the option of developing adjacent to the Blue Bell cafe but has chosen not to do so, even thought this property was not flooded in 2013.

"The proposals and provision for parking are totally unsuitable for casual visitors, anglers and birdwatchers alike as the arrangements will not be available early or late in the day.


"The proposal to have no parking along verges would mean a walk ,with equipment, tackle, tripods etc of nearly a mile or so.

"With the intention of landscaping the verges, it is clear that the Yorkshire Wildlife Trust is prepared to change the landscape, destroy habitat and encourage  access to Spurn in pursuit of financial gain.

"The trust is  not really interested in providing any needs for those people who love visiting Spurn as it is.

"Its  claim to be catering  for the 'Springwatch generation' is laughable.

"Spurn is a wild, expansive place where wildlife can occur anywhere. It is not Bempton where everything is conveniently perched on a cliff and ideally suited to a visitor centre that attracts a wide range of people.

"Similarly it is not Potteric Carr where a maze of footpaths lead to conveniently-placed hides, viewable by everybody and where all 'needs ' are catered for.

"Spurn is Spurn - one of the last true wildernesses on the East Coast where man and its inhabitants  interact successfully.

"Please stick to your guns East Riding planning committee - do not be hoodwinked by misleading propaganda!

"Reject the proposals for the visitor centre on the same grounds that you quite rightly did last time.

"Keep Spurn wild!"

Anyone hoping for fireworks from the pre-planning meeting presentation on the proposed. visitor centre at Spurn will  have come away disappointed.

During the hour-long meeting, in which representatives of both sides were given half-an-hour to present their cases, the 60 or so members of the public were on their best behaviour, with no placard-waving protests nor other disruptions.

The only murmur of disquiet in the public gallery at Beverley's County Hall came  when Martin Batt, one of the Yorkshire Wildlife Trust's team, said that the organisation had been cleared of blame for the drowning of 38 its flock of Hebridean sheep in the 2013 flooding of Spurn.



The animals had not been transferred in advance to  safe pastures, but .Mr Batt (above) claimed  the RNLI had since said that the severity of the flood could not have been predicted.

The meeting also heard from fellow supporters of the project including the trust's director of operations, Terry Smithson, who expressed  regret that, in its determination to reach out to prospective new visitors, the trust had overlooked the sensitivities of members of the  community, many of whom have a sense of ownership of the site.

He did not specifically identify the groups to which he was referring but these are likely to include parish councils, the angling fraternity and birders, some of whom are members of the Spurn Bird Observatory Trust.



                                                             
Declared Mr Smithson (pictured): "We have appeared defensive and inflexible, but Spurn needs to provide a welcoming environment.

"There is a danger to the public from ex-military structures and brown moth caterpillars which can cause skin irritation. We need to manage visitor safety .

He continued:  "An independent survey has indicated that the proposed centre will have little impact on wildlife."

Bridget Hansford, of Salt architects, said the centre would "build on the spirit of place" and that her firm had worked closely with structural engineers to address flood risk concerns.

Earlier, project opponents  Tim Cowley (below) and Georgia Locock sounded strong alerts respectively on flood risk and the potentially detrimental impact on waders and other birds.




On behalf of Spurn Bird Observatory Trust, Mark Singlehurst  warned that increased visitors would create added pressure on access roads which would need to be upgraded, causing disturbance for wildlife.


                                                                       
Mr Singlehurst  (above) went on to indicate other potential nuisance such as  oil spillages and the impact of reflections from the shiny metal and glass of parked cars and coaches on sunny days.

The application will be determined by East Riding Council's planning committee at a meeting on Thursday afternoon.
